Both terms come up in every requirements specification. They do not answer the same question.
MRP
Decide what to make, when, and with what
Production management software (MRP) plans: items, bills of materials, routings, manufacturing orders, requirements calculation, work centre load. It is the brain, upstream of the shop floor.

Which one first?
